NDHSAA Board Of Directors Meeting Recap (June 13-14)

VALLEY CITY, N.D. – The North Dakota High School Activities Association’s Board of Directors met June 13-14.

The meeting’s Athletic Review was highlighted by the Basketball Coaches Advisory recommendation to implement a mercy rule in Class B boys and girls basketball where a running clock would be started only in the fourth quarter when a lead is 30 points or greater. The clock would only stop for timeouts or injury. The recommendation passed by an 8-1 vote on Tuesday by the board and will be implemented for the 2016-17 year.

Other Athletic Review items included approved recommendations to allow BBCOR bats in Class A baseball in addition to wood bats and for the Class B volleyball, baseball, boys and girls basketball and wrestling tournaments to be seeded 1-5 and random draw. The previous three years the tournaments were seeded 1-4 with random draw to determine the four matchups.   

Other agenda items included the NDHSAA’s Financial Reports, which included estimated year-end figures for team payment distribution. The estimated distribution total for the NDHSAA’s team payment plan in 2015-16 is $408,301, which is up from the $311,654 total in 2014-15. Since the 2005-06 year the NDHSAA has distributed over $2.78 million dollars with member schools through its team payment plan.

The NDHSAA Board of Directors also voted on a Class B District Chair Recommendation requesting the NDHSAA to pursue a three-class system for basketball only with implementation for the 2017-2018 school year. The recommendation was voted down 8-0 by the NDHSAA Board of Directors on Monday afternoon.

The NDHSAA Board of Directors’ Tournament Committee recommended action on several items concerning tournaments and sites for the 2016-17 school year including North Dakota State’s new Sanford Health Athletic Complex (SHAC) to be the approved host site for the Class A East Region boys and girls basketball tournament as well as the Class B Region 1 girls basketball tournament.

The NDHSAA Board of Directors’ Football Committee provided an update on the preliminary division assignments of the NDHSAA’s football plan for the years 2017 and 2018. No action was taken on the football plan. The deadline for schools to submit co-op applications and to elect to play 6-man football for the 2017-2018 plan is September 15th.
